The United Arab Emirates General Civil Aviation Authority (GCAA) has introduced the region’s first national regulation for the certification of air navigation service providers for unmanned aircraft, known as “CAR Airspace Part Uspace”, based on European Union U-space concepts.
According to a GCAA Linkedin post:
“The regulation defines the operational standards and requirements for entities wishing to provide these services within the country’s airspace, covering multiple aspects such as contracts, training, quality, safety, and auditing, with the aim of ensuring seamless integration between drone operations and commercial aviation in the country.”
In April 2024 the GCAA announced it planned to transform its UAS traffic management regulation by adopting European Union based regulations and then adapting them to the UAE environment. “Such transformation is not limited to regulation structure since it includes the formulation of the requirements, AMCs and GMs,” said the GCAA in its proposed amendments (see below).
Saif Mohammed Al Suwaidi, Director General of the GCAA, said: “The introduction of the region’s first national regulation for certifying drone air navigation service providers represents a transformative step in keeping pace with technological advancements and driving sustainable global investments in this sector. This regulation is not just about compliance; it is a testament to our commitment to safety, efficiency, and innovation in aviation. As drone operations are set to double in the near future, this proactive regulatory framework will serve as a model for seamless drone-commercial aviation integration, further cementing the UAE’s position as a regional leader in the aviation industry.”
Aqeel Ahmed Al Zarouni, Assistant Director General – Aviation Safety Affairs, added: “This regulation is a cornerstone of our strategy to safely integrate advanced drone technologies into our airspace. By establishing clear standards for certification, we are ensuring that all providers operate with the highest level of safety and professionalism. This initiative will not only support the growth of the drone industry but also enhance the overall safety and efficiency of our national airspace, making the UAE a regional benchmark for innovative and responsible aviation practices.”
In the coming years, the number of drone operations across the UAE is expected to double, driven by technological advancements and a growing reliance on autonomous aerial systems.
